Overview

Korea's Grade 5 and Grade 7 open competitive civil service exams, along with the Foreign Service Officer Candidate exam, replace the English paper with a qualifying score on TOEIC, TEPS, TOEFL iBT, G-TELP or FLEX. Those cutoffs are fixed in law — Attached Table 3 of the Decree on Civil Service Appointment Examinations — rather than set per announcement, so Grade 5 and Grade 7 (excluding the foreign service track) always sit at TOEIC 700, TEPS 340, TOEFL iBT 71, G-TELP Level 2 of 65 and FLEX 625. Enter one score and this calculator shows which exam tracks you clear, what the same statutory line looks like on the other four tests, and how many points you still need. It also works out the validity window: only sittings from 1 January of the year five years back from the application deadline count.

Formula

Eligibility: your score ≥ the cutoff for that track. Table 3 cutoffs (Grade 5 & 7 / Grade 7 foreign service / Foreign Service Officer Candidate) — TOEFL iBT 71 / 86 / 97, TOEIC 700 / 790 / 870, TEPS 340 / 385 / 452, G-TELP Level 2 of 65 / 77 / 88, FLEX 625 / 700 / 800. Cross-test equivalence: treat the three cutoffs as shared anchors a₀·a₁·a₂ and b₀·b₁·b₂ and interpolate piecewise — if s ≤ a₁, t = (s − a₀) ÷ (a₁ − a₀) and the equivalent is b₀ + t × (b₁ − b₀); if s > a₁, t = (s − a₁) ÷ (a₂ − a₁) and it is b₁ + t × (b₂ − b₁). TOEIC results round to the nearest 5. Validity start = 1 January of (application deadline year − 5).

How to Use

  1. 1Choose the English test you hold: TOEIC, TEPS, TOEFL iBT, G-TELP Level 2 or FLEX.
  2. 2Enter the total score printed on your report. For G-TELP use the Level 2 total (the average of grammar, listening and reading).
  3. 3Select your target track: Grade 5 & 7 open competition, the Grade 7 foreign service track, or the Foreign Service Officer Candidate exam.
  4. 4Enter the year your application window closes so the calculator can derive the earliest sitting date that still counts.
  5. 5Read off the tracks you clear, the equivalent scores on the other tests, and the points still missing from your target.

Examples

TOEIC 820 — clears the Grade 7 foreign service line, 50 short of the diplomat line

820 is 120 above the Grade 5 and 7 cutoff of 700 and 30 above the foreign service line of 790, but 50 below the 870 required for the Foreign Service Officer Candidate exam. Its position inside the 790–870 band is (820−790)÷(870−790)=0.375.

TEPS 327 — nationally certified, yet 13 points under the civil service line

327 earns the state-recognised TEPS grade 2 certificate but falls 13 points short of the 340 needed for Grade 5 and 7. Being below the first anchor, it is extrapolated along the 340–385 slope.

G-TELP Level 2 of 65 — exactly on the Grade 5 and 7 line

65 matches the Grade 5 and 7 cutoff precisely, clearing it with zero margin. Because the score sits exactly on an anchor, every equivalent reproduces the statutory figure on the same row.

TOEFL iBT 100 — clears every track including the diplomat line

iBT 100 is 3 points above the 97 required for the Foreign Service Officer Candidate exam, clearing all three tracks. Sitting beyond the 86–97 band, it is extrapolated along that slope: (100−86)÷(97−86)=1.2727.

Background

Substituting an English certification for the English paper is authorised by Article 7(1) of Korea's Decree on Civil Service Appointment Examinations and its Attached Table 3, the schedule of recognised English tests and qualifying scores. The current table, amended on 2 June 2025, recognises exactly five tests — TOEFL (ETS), TOEIC (ETS), TEPS (Seoul National University's TEPS Council), G-TELP (ITSC) and FLEX (Hankuk University of Foreign Studies) — across three columns: Grade 5 and Grade 7 open competition excluding the foreign service track, the Grade 7-equivalent foreign service officer competition, and the Foreign Service Officer Candidate selection exam. The notes restrict recognition to tests sat on or after 1 January of the year five years back from the application deadline, with results published by that deadline, and allow the Minister of Personnel Management to publish separate tests and cutoffs for candidates with hearing disabilities of grade 2 or 3. Because the decree never defines a conversion formula between tests, every 'TOEIC to TEPS' chart in circulation is either a restatement of these cutoff rows or a private estimate.

Tips

  • ✔Cutoffs are pass/fail thresholds, not scored criteria — TOEIC 700 and TOEIC 950 count identically for Grade 5 and 7. Once you are over the line, spend your time on the other subjects.
  • ✔G-TELP Level 2 averages three sections, so candidates often reach the 65-point line faster there than on TOEIC or TEPS by concentrating on grammar and reading.
  • ✔The result must be published by the application deadline, not merely sat before it. Check the release date before booking a last-minute sitting.
  • ✔Pre-register your score on the Cyber National Examination Center (gosi.kr): once registered, authenticity can still be verified after the test provider's own validity period expires.
  • ✔Grade 9 open competition keeps English as a compulsory paper and cannot be substituted. Table 3 applies only to Grade 5, Grade 7 (including the foreign service track) and the Foreign Service Officer Candidate exam.
  • ✔Only TOEFL iBT is recognised under the current table — the old PBT and CBT rows were removed, so do not trust outdated conversion charts.

FAQ

Q. If I have TOEIC 700, what is that in TEPS?

Table 3 places TOEIC 700 and TEPS 340 on the same row as the Grade 5 and 7 cutoff, so they are legally the same threshold. That is a cutoff correspondence, not a conversion formula — it does not mean a TOEIC 700 candidate would score exactly 340 on TEPS. The equivalents this calculator shows simply interpolate between the three statutory anchors and are for reference only.

Q. Can Grade 9 candidates substitute TOEIC for the English paper?

No. English remains a compulsory subject in the Grade 9 open competitive exam, so no substitution is available. Table 3 covers Grade 5, Grade 7 (including the foreign service track) and the Foreign Service Officer Candidate exam. Police, fire service, military civilian and National Assembly recruitment each publish their own cutoffs, which may differ from this table.

Q. How long does an English score stay valid?

Under the notes to Table 3, only tests taken on or after 1 January of the year that falls five years back from the application deadline are accepted. For an exam whose applications close in 2027, that means sittings from 1 January 2022 onward. The score must also have been published by the application deadline, and only results whose cutoff can be verified are accepted.

Q. Why is the Foreign Service Officer Candidate cutoff so much higher?

The role works in English day to day, so Table 3 applies its highest line: TOEIC 870, TEPS 452, TOEFL iBT 97, G-TELP Level 2 of 88 and FLEX 800 — 170 TOEIC points above the Grade 5 and 7 line of 700. The Grade 7 foreign service track sits in between at TOEIC 790, TEPS 385, TOEFL iBT 86, G-TELP 77 and FLEX 700.
