LTV Regulations (2025):
- Non-regulated areas: 70%
- Regulated areas: 50% (non-homeowners), 30% (1-home owners)
- Speculation zones: 40% (non-homeowner, under 900M), 20% (portion over 900M)
- Apartments over 1.5B (speculation zones): No loans → Check latest policy changes

FAQ

Q. What is the difference between LTV and DSR?

LTV is a collateral-based limit (loan-to-property-value ratio), while DSR is an income-based limit (repayment-to-income ratio). Both criteria apply in loan screening, and the lower limit becomes the actual borrowing capacity.

Q. With 70% LTV, how much can I borrow on a 1B KRW property?

At 70% LTV, the maximum is 1B × 70% = 700M KRW. However, DSR limits, bank-specific caps, and stress rate testing may reduce the actual borrowable amount below this.

Q. How is property collateral value determined?

Banks use the lowest value among professional appraisal, KB Real Estate price, and Korea Real Estate Board price. Apartments have clear market prices, but multi-family/detached homes require formal appraisals.

Q. Are there exceptions to LTV regulations?

Housing finance products for first-time or low-income buyers (Bogeumjari, Didimdon loans) receive preferential LTV (up to 70-80%). Jeonse loans and construction progress loans also have separate LTV criteria.
