Overview
This calculator looks up Korean traffic fines by violation type and vehicle class. Pick one of 13 non-speeding violations — signal violation, crossing the center line, using a handheld phone while driving and more — and it returns the beompchikgeum (on-the-spot fine issued to an identified driver), the gwataeryo (administrative penalty billed to the registered owner after camera enforcement) and the demerit points from the Road Traffic Act enforcement tables. Child and elderly protection zone surcharges that apply between 8 a.m. and 8 p.m. are included, as is the doubled demerit point rule. Enter your demerit points from the past year to see how close you are to the 40-point licence suspension threshold.
Formula
Fine = the amount listed in Enforcement Decree Table 8 for the violation, selected by vehicle class (bus/heavy truck class, passenger car class, motorcycle class, bicycle class). Inside a child or elderly protection zone between 8 a.m. and 8 p.m., Table 10 surcharge amounts replace the base figures for signal violations, speeding, failing to yield at a crosswalk and parking violations. The administrative penalty comes from Table 6 (Table 7 inside protection zones) and is typically 10,000 KRW higher than the fine but carries no demerit points. Demerit points come from Enforcement Rule Table 28 and are doubled inside protection zones during the 8 a.m.–8 p.m. window for signal, speed and pedestrian-protection violations. A running total of 40 points or more suspends the licence for one day per point.
How to Use
- 1Select the violation type — 13 common non-speeding violations are supported.
- 2Select the vehicle class. Passenger cars and trucks up to 4 tons fall under 'passenger car class'; buses, trucks over 4 tons, special vehicles and construction machinery fall under 'bus class'.
- 3Select where the violation happened. Protection zone surcharges only apply between 8 a.m. and 8 p.m.
- 4Choose the enforcement type: an officer stopping you means a fine plus demerit points, while a camera notice sent to the registered owner means an administrative penalty with no points.
- 5Optionally enter demerit points accumulated over the past year to see the suspension or revocation outcome.
Examples
Passenger car, signal violation on an ordinary road, stopped by an officer
Entering an intersection on a red light and being stopped on the spot. Because the driver is identified, demerit points apply.
Signal violation in a school zone at 9 a.m., camera enforcement
A school-zone camera notice sent to the registered owner, so the Table 7 protection zone penalty applies.
Crossing the center line — is the fine or the penalty cheaper?
Center line violations are the classic case where the administrative penalty (90,000 KRW) costs more than the fine (60,000 KRW), but the fine carries 30 demerit points.
Motorcycle, handheld phone use while riding
Handheld phone use cannot be caught by camera, so there is no administrative penalty — only the on-the-spot fine and points.
Background
The on-the-spot fine is issued under Articles 162 and 163 of the Road Traffic Act when the driver is identified, and the amounts are set violation by violation and class by class in Enforcement Decree Table 8 (as amended 2 June 2025). The administrative penalty rests on Article 160(3): when camera enforcement cannot identify the driver, the registered owner is billed instead, so no demerit points attach and the amount — set separately in Table 6 — normally runs 10,000 KRW higher. Demerit points come from Enforcement Rule Table 28, where crossing the center line and driving on a motorway shoulder are the heaviest at 30 points, signal violations and handheld phone use are 15, pedestrian-protection and careless-driving violations are 10, and cutting in line or not wearing a seat belt carry none. Protection zone escalation rests on Decree Article 93(2) with Table 10, plus note 4 to Table 28, and applies to violations between 8 a.m. and 8 p.m.
Tips
- ✔Paying an administrative penalty voluntarily within the objection period earns a 20% reduction under Article 18 of the Act on Regulation of Violations of Public Order.
- ✔Converting a penalty into a fine saves 10,000 KRW but adds demerit points — if you already sit above 30 points, paying the penalty is usually the safer choice.
- ✔Some violations, such as crossing the center line, cost more as a penalty than as a fine, so compare the points as well as the money.
- ✔Demerit points expire automatically after one violation-free year if the running total is under 40, and a special traffic safety course cuts 20 points.
- ✔Notices and unpaid balances are available on the National Police Agency's efine.go.kr; missing the fine deadline adds a surcharge and leads to summary judgement.
FAQ
Q. What is the difference between the fine and the administrative penalty?
The fine is issued to an identified driver stopped by an officer and carries demerit points. The administrative penalty is billed to the registered owner when camera enforcement cannot identify who was driving, so it carries no points. For a passenger car signal violation the fine is 60,000 KRW and the penalty is 70,000 KRW.
Q. Can I convert a camera penalty into a fine?
Yes — the advance notice lets you name the driver and pay the fine instead. It costs 10,000 KRW less but adds demerit points, so if your running total is near 40 points, paying the penalty avoids a suspension.
Q. How much worse is a school zone violation?
Between 8 a.m. and 8 p.m., Table 10 raises a passenger car signal violation from 60,000 to 120,000 KRW and doubles the demerit points from 15 to 30. Violations not listed in Table 10, such as center line crossings or phone use, stay at the ordinary amount.
Q. How many demerit points cause a suspension?
A single violation or a running total of 40 points or more suspends the licence, one day per point. A one-year total of 121 points revokes it, with 201 points over two years and 271 over three years as the other thresholds.
Q. Do bicycles and e-scooters get demerit points?
No. Demerit points are a driving licence sanction, so they do not apply to bicycles or personal mobility devices. Fines still do: 30,000 KRW for a signal violation, 100,000 KRW for riding an e-scooter without a licence and 100,000 KRW for riding under the influence.
